I cannot sell an identified icing dye (no such option afther right-clicking on it; it cannot be sold in BLTC too).

It looks like your dye is being stored inside of a Safe Box. This bag type is used to prevent items contained within it from being sold to vendors or on the BLTP (among other functions).

Move the dye to a normal bag to then be able to sell it.
