Guild Wars 2

So, with the new system it’s no longer possible to combine the stats/skins of 2 weapons? I would very much like to combine the skin and damage of a newly found weapon with the sigil of a currently equipped one. Is that then only possible with salvaging?
I don’t want to HAVE to spend gems on a upgrade extractor or black lion salvage kit.

Any options still? I could have sworn the guy in the announcement video of the April update was transmutating the skin of one, the stats of another and sigil of the first or something in that order…
