You need to equip the dragon hunter specialization into the 3rd (bottom) slot of your traits menu. i.e. where you chose your Radiance/Honor/Zeal/etc specs.
Level 80 Guardian with 100% on dragonhunter skill will not update character to Dragonhunter.
