sometimes it spawned every 30mins
sometimes it never spawn at all?

is it bugged?

30 minutes? Every single time I did that event he re-spawned in 30 seconds.

I guess he is either bugged or have a very weird timer.

The commissar doesn’t have a timer, it spawns as soon as the two camps in the east are cleared.
