Elementalist Scepter water skill 2: Shatterstone. It works maybe one in five times that I cast it. This counts with both standing still and moving.

I second this. It works if you don’t have the auto attack going, so have to press esc to stop attacking, use Shatterstone, then keep attacking. And even then it doesn’t work 100% of the time.
