I am also having this problem. Cannot complete this Vista.

Yes its bugged but, I found a work around for now. From the building directly in front of the vista climb stairs inside (its like a tower). You will see a roof with a small chimney pipe on it directly against the rock wall facing you. Jump across to it (might need to glide). Use an experimental rife and jump onto that small chimney. From on top of the chimney you glide around to the highest roof you can get too and so on using gliding to make you way up always moving to your right.. and that is it.. port if you can..
