kinda vague what “uncommon” means, I thought this would take exotic, rare, and masterwork gear but seemed to only take masterwork (didn’t take rares)

Pretty clear:
Uncommon = Green
Rare = Yellow
Exotic = Gold

Think you were just thinking in crafters terms in your head with only masterwork as green. Uncommon is green, the fractal vendor sells a box for each type uncomon through exotic.
