Q:
item stacking and splitting not working
A:
mining picks (and other gathering tools) and salvage kits are not re-stackable, neither are they splittable. this is by design.
edit to clarify: they are individual items with a certain number of uses. eg: Copper Mining Pick is a singular item with 100 uses. if you use 1 of the 100 uses, you can’t ‘stack’ it with another Copper Mining Pick to gain that 1 use back on the original item. the same with salvage kits.

I tried moving the items to the same bag, logged out of the game and back in and stacking and splitting still does not work for me…please help.
The Wiki is a great resource for new (and veteran) players. You can access it here via the link above, or in-game by typing /Wiki or /Wiki (subject of interest) in chat.
Welcome to Tyria, and good luck.
I did google things and look at articles such as wiki before coming here and they said I could split stacks and combine like items Inculpatus cedo. Thank you Nottsgman for an answer.
Perhaps, you missed the page addressing Gathering Tools.
From the Wiki:
Gathering tools do not stack and have a set amount of charges.
https://wiki.guildwars2.com/wiki/Gathering_tool#Properties
It’s true the Wiki does not expressly state that Salvage Kits do not stack; I’ve left a suggestion this be added to the Wiki.
Good luck.
It’s possible the way they implemented salvage kits means they can never be made to stack.
When they made it possible to stack ascended salvage tools; instead of a straightforward drag-drop one on top of another, you have to “sell” 5 individual tools for a stack of 5.
