If that’s the jumping puzzle where there are falling rocks you have to run across, then I know what you need to do. There are 2 acheievements for this puzzle. The first acheievement you get for falling and dying when the rocks fall from underneath you. The second acheievement you get for completing the whole puzzle.

The one you are talking about is not in Wayfarer Foothills, but in Harathi Hinterlands (it’s called Fawcett’s Bounty). The one mentioned here I believe is Shaman’s Rookery – and speaking of no achievement – are you sure you haven’t done it before on any other character? Check your jumping puzzle achievements if it’s possible
As for the bugged skill point, this is unfortunately a known issue. The common solution is to guest on another servers and try there. For my alt, it worked on Piken Square, but it might have changed since (I completed it like 3 weeks ago).
