hey i have recently purchased a new account and i am now level 11 …. i have noticed that my map completion panel which is normally at the top left corner of the screen is missing , is this due to a feature you unlock via leveling or is there a key i need to press or is it bugged please help.

It will show up when you get to level 15.

Yes, it will unlock when you reach a certain level, see http://wiki.guildwars2.com/wiki/Level_rewards.
