Confusing enchantments trait does not appear to be working as of this morning at least for my level 80 mesmer. The mobs are not receiving the confusing condition it seems. Went and tested it out in heart of the mists against the practice AI mobs and it does not cause the confusing condition. Tried to reset traits and tried again and it still did not work.
