I have been getting champ bags from about 1/2 of the champs I get Gold credit for, and am doing tons of damage on an Ele, so no doubt about enough damage for credit. At Claw of Jormag fight, the barrels are empty when I try to get a Charzooka, and I am not late getting there.
I think they need to up the amount of these items available or lower the map cap.

There are endless Charzookas available (i think) but only in Phase 1.

Also for the Champs, only the “new” champs (Kodan,Quaggan) at the Claw event seem to have a chance of dropping bags, all the champs that were already there before the feature patch didn’t drop anything at all.

And i fear that is maybe just an oversight and those mobs also get nerfed if they read this too often .. lol

The original Champion Wolf and Icebrood Goliath do not give loots. The other champs that spawn due to upscale are likely to give loots. If more than one Goliath spawn, one of them will give a champion loot bag.
