In wayfarer foothills the raven jumping puzzle and the area of the mountain immediately around it are extremely bright – I checked with another player who was present and it appeared extra bright to them too.

There’s also a table at that township by the Jungle Worm that glows unearthly white even on the cloudiest day and is blinding to the eye. There must be some evil magic at work there too.

Actually, almost every place with a jumping puzzle or some secret achievement is having that strange glow after the latest patch. I had to turn off shaders in order to see the pattern on the head in the cave with the tears. Same glow appears in the cave with Skritt Shiny achievement also in Caledon.
