I spent whole day on this quest, and it just asks me to acquire an artifact that cannot be picked up. please help!
What exactly is your current story objective? I just tried this, and it worked fine. You need to use the VOED to ping the artifact, once you close enough you can F – Pick Up tjhe artifact and the story will progress.
