The skill challenge: Defeat Warmaster Yulia does not work, he is no where to be found. I have reported this in game.

Please try to use more descriptive thread titles (e.g. – [Skill Challenge] Warmaster Yulia does not work)

This and the dozens of other broken skill challenges have been reported probably millions of times by now. I assure you they’re aware of the problem. The best you can do is wait for a server reset and try to get there before it bugs again, until they figure out what the problem is.
