The skill ponit by the vigil keep is bugged. when you walk up to it, it shows that a event is happening but warmaster yulia is no where to be found. and its ben like this for 3 days.

I am guessing you are on Eredon Terrace. I suffered the same issue and the fix that I am 3 others used was to change servers (no cost apart from 2 mins – I went to Kaineng), do your skill point, then change back. Whole thing done in under 5 mins as long us you get in before free transfers ends.
