I can salvage the hat, shoulder but I can’t salvage other pieces. The pieces are the same ( skins, stats, etc….)

From what I recall cultural armor isn’t salvageable. I have the same issue with a cultural glove that I can’t salvage. It sux as I want to take a rune back from it and I’m not able to.

I’ve salvaged cultural armor before.
but that armor you show is transmuted. maybe you transmuted the looks onto karma item’s stats?

anything bought for karma, or for wvw badges cant be salvaged or forged

That explains it, the cultural item that I can’t salvage was transmuted with an item from temple of Lyssa.

Other question: Why the hell can’t i salvage orders armor? I just bought heavy, medium and light vigil sets to unlock skins for wardrobe. I bought it not for karma, badges or something but gold and it costs more than most of rare armor pieces on TP. So why the hell cant i salvage it? I cant even MF it. I am mad.
