since the crash you can hire merh and gaurds in towers but no upgrades to cannons and walls work in magguma

Check to make sure there isn’t already a ‘physical’ upgrade running. If the worker(s) is just standing around – “talk” to him – if an upgrade was interrupted, that should restart it!
