401: Unauthorized Error Resolution
Was having this same problem, but I was just now able to log in. I tried your fix, and I still had no luck. I thought for sure I have verified my email address, but I went to my inbox just to make sure. I search for any mail containing “guild wars 2” and I saw an email asking me to verify, but no verification conformation, so I followed the link in the email requesting verification, logged in. Site said Verification Success. So I immediately went to the forum, logged in, accepted user agreement, BAM! Success.
Long story short if you are experiencing this problem, search your inbox for the verification email, and try verifying your email address (again if you think you already did).
I tried firefox and IE from multiple computers (I even tried firefox in linux within a virtual machine) and no luck.
What finally resolved my problem was blasting everything in IE (cache, form data, saved passwords, etc.), adding both the accounts and forum pages as trusted sites in IEwhateverversionisonmypcthatidon’tuse, closing it, trying again, closing it, and trying again. This finally let me accept the terms without a 401 error.
Then, having succeeded, I removed them from IE trusted sites (again, because I never use that horrible program), got on Firefox again, got some different weird error, tried again, and am now posting this.
A similar strategy may work to add the sites to trusted zones for firefox, but I preferred to use IE so I could screw it up as much as possible in the process and not be affected.
Side note: I filed an issue with their support 5 minutes before I finally got all of this to work, so they may have just done something on their end.
Side note 2: If adding them as a trusted site gets you hacked, not my problem.
I run AVG antivirus. I temporarily disabled it and it let me accept the user agreement immediately. Maybe this will help someone else.

Hey lads.
The trick to log in is quiet simple: request a password reset. Give your e-mail, cd-key and a character name. Reset the password and everything’s gonna be fine.
This is what just finally worked for me, and it pertains to those using Norton Utilities.
I use Norton Utilities as my Anit-Vir, and I think that was causing my login problem.
Open Norton Utilities, go to the “PC Security” dropdown, and select Manage Firewall>Select the “Program Rules” tab> Find Guild Wars 2 in the program list, and set the access level to “Allow.” My Login worked immediately after I did that.
