Nope, no effect on CPU temperature. About overclocking, using HPET can even have an advantage there in certain scenarios, so no worries.

No no noticeable affect. It can create a disadvantage for certain specs (probably mostly dependent on motherboard) so you have to try it. Latencymon is a nice tool to measure dpc.
