Account purchase restriction. 24 hour limit?

When i first tried to buy Guild Wars 2 it would pop up with a error saying to contact support. After contacting support they emailed me this back.
In reviewing your account, I can see that I am able to override your purchase restriction for 24 hours. Please make your purchase within this time frame. If you are unable to make the purchase within that time, you may need to contact us again.
I managed to buy GW2 while it was lifted. 2 days later i tried buying Gems using my paypal and i got another error saying to contact support.

I bought the Gems in that time frame but i don’t want to have to email support every single time i want to buy gems or expansions. Can these restrictions be removed completely and not just for a 24 hour period?

I’m also curious about this restriction. What causes it? And what can be done to resolve that problem?

I think each player needs to discuss their individual situation with the Support Team. Most of these restrictions are measures to prevent fraud. That’s not to say YOU are trying to act in a fraudulent manner, but something — perhaps the details on your credit card — is flagging the card and therefore requiring the involvement of the team to help process the purchase(s). They’ll be happy to discuss this with you via a ticket, since each case can have different details.
I think you should rework your system, I have tried to use paypal to buy gems on 5 separate occasions with always being redirected to support page with an unspecified error.
I don’t care about your support in the least, I don’t need support, I need you to take my money. I wish not to contact support each time I decide to use the gem store.
You see, regardless of what you consider proper procedure, I as a consumer am looking only for speed and comfort. Your paypal payments broken? Well then lets convert pixel gold to gems then (takes 10sec), or open a ticket and wait for an answer up to few days. Surely even you can see which of those I am gonna pick and how much revenue will that generate for your company.
Some inconvenience for some is more welcomed by more people, than the chance of loosing a lot of money on somebody who stole your credit card or it’s information.

These restrictions are causing issues i have never encountered when making payments online. I used paypal to buy the game and gems and each time i have to contact support to remove the restriction. There is nothing wrong with my card or paypal and its paypal that i am using as thats more secure then my card as i don’t have to share my CC info.
The second time i contacted support i asked them to remove the restriction completely. They ignored that part of my message. It is clear that i am not the only one with these issues. It seems the system that’s in place flags for fraudulent activity where there is none otherwise support would not keep lifting the restriction for 24 hours. If the payment system in GW2 saved my paypal then maybe i would not have to contact support every single time i want to buy gems or maybe the payment issues run deeper then that on your end.
Either way i should have zero issues using paypal to buy gems and if i ask for my restrictions to be lifted for my paypal it should stay that way. Being told by support that they only lifted my restriction for 24 hours seems to indicate they assume im a criminal or that GW2 accounts are less secure then other MMO or shop accounts online.
I will contact support again to get them to completely lift the restriction but if they ignore me or refuse i may just take my money elsewhere as it will be too problematic for me to wait for a responce from support every time i want gems for a sale.

While I don’t know what payment processor Anet uses for paypal (there is one involved don’t ask how I know, “meaning” a company that takes the paypal info and turns it into ingame gems) its possible support may not be able to override for longer than 24 hours. There are many rules and regulations that ANet has abide by and this may be one of them.
