I already own GW2 and whenever I try to upgrade my account for the HoT dlc, all I see is packages that also offer me the core game, which I already own, where can I purchase only HoT because I cannot find it?

It does, indeed. Unless you find another authorized retailer that sells Heart of Thorns for less.

Do make sure to only buy from ArenaNet or an authorized retailer to avoid account termination, as many other sources sell fraudulent Serial Keys.
