Activate Radeon Chill on Guild Wars 2
Issue (with using “witcher3.exe”): Lower max fps. Have yet to try any other whitelisted executable, may improve with any of the others (see list @ link in previous post).
Try csgo.exe instead its DX9 API were witcher 3 is DX11.
curious to see if this affects profiles. Also you can adjust the max FPS in the profile under Chill section. Default seems to be 144fps.

Update:
So it seems it works just fine afterall, when you consider HOW Radeon Chill is supposed to work.
Standing still, fps will lower to a minimum set in your radeon chill settings. Running straight ahead with no mouse movements whatsoever and you’ll get lower fps compared to running the game with chill off. However, as soon as you start moving around more, the fps will increase even higher. In short, you’ll get the performance you need when you need it, and with that comes all the other benefits of a cooler gpu and an increase in respone time.
So, all in all, works just fine (using wow.exe for now). Keep cool!
