Make sure your brother is using the email associated with his game account to log in, as using his display name will engender an error. He can also disable his mobile authenticator and enable email authentication so he can log in, until the issue is resolved.

Also, check the time on both his computer and authenticator. Sometimes they are off, and then it won’t match up due to the set time limit to respond. So while in actual real time you are doing it right away, based on the times on both of them, it’s too far apart. If that makes any sense. I remember people having that issue in the past. Otherwise contact support like the others have suggested.
