The error message you are recieving? is that for your dorm connection or your phone connection. If it is the later, then what is the error when connection through the dorm.
There can be several issues.
a: the ISP (the connection your dorm is using) isn’t routing to the gw2 servers properly. This might be on purpose (they want you to study not to play games) or on accident.
b: the dorm in question had some evil players in the past using that connection to play gw2 in a way that is not allowed and not letting them be stopped by an account block. This means the dorm has an ip-block. This can be resolved by asking support (friendly) to try again now a new year of study has started. If they moved out the problem is solved, if not, then you should talk with the owner of the dorm network to get it cleaned up there.
c: The owner of the network doesnt want you to play gw2 and has blocked it. You can inform there bout the reasons.

The error message I listed above was through the dorm connection. I believe I canceled the login process before I could bother to receive an error message when I was connected to my phone.
I figured that the ISP might be blocking a port needed to connect to the client and I could speak with IT to have it unblocked. I figured I would exhaust all of my options through ANet first. I don’t think they’re doing it on purpose to prevent us from playing games, because I know of students who are able to play XBox and Playstation games online using the campus-wide wifi, and I also have access to The Sims 3 and its online components on the very same laptop. It’s not only inconvenient but also expensive for me to be going back and forth between home and school so frequently (gas, unfortunately, does not pay for itself), and I really don’t want to have to sacrifice the community on GW2 that I’ve grown to love.
If you talk to your school and they are indeed blocking the port, and you can’t get it unblocked, and ArenaNet has no solutions, I suggest looking for a VPN that encrypts your traffic so that the school can’t tell what port you’re using. It would add hops to your connection and could possibly slow it down, but if you’re using a fast connection you might not notice the difference. It would have to be a VPN that encrypts all traffic, not just browser traffic.
A good VPN with unlimited use would likely cost you money each month, but it would be a lot cheaper than travelling home.

I’ve yet to run to the IT department at school simply because classes have started and I’m just trying to get settled, but it’s definitely not out of the question. Once things have calmed down a bit, and if ANet has exhausted its potential solutions, I’ll definitely head down there and speak with them.
I’m looking into the potential for getting a VPN and although I’m not crazy about the monthly fee I may have to pay (I don’t have a job right now and it will be difficult to make time for one with classes), I do think it could definitely be a viable option. I’m looking into some free services to see if they could be helpful.
Hey. If you’re still having problem with connecting to GW2, I may have a solution. I had similar problem with dormitory wifi. All you need to do is:
1) Download Your Freedom (don’t know if it’s okay to paste links on software, you can google it)
2) Register account on Your Freedom (free accounts have some restrictions, basic account costs 4 euro/month, which shouldn’t be too expensive)
3) Download OpenVPN
4) Follow this guide: http://www.sl-through-a-proxy.com/
5) Login to your account in GW 2
6) Go to your email account and allow access (Would recommend no to remember the access point, just for security)
7) Play the game (better to get basic account on Your Freedom, free accounts need to reconnect every 60 minutes)
