What you can do is buy gems, change them to gold, and then send him the gold via the in-game mail system. There is no way to gift gems directly. You also could purchase a nice item for him (one that is NOT account or soul-bound, of course ) and send that to him.

Oh I just thought of this: Some of our authorized retailers sell gift card. They may have a system where they say “A gift has been purchased for you” and while he would not receive the physical card today, he would then receive notification.

Also the gem cards are actually scratchcards with a code on them. these codes can be redeemed in game. Cause I dont have a creditcard/paypall account and dont have a physical reseller nearby I use an online service in my country where i can pay in a different way (its something dutch called Ideal and it makes me pay directly threw my bank account on the resellers bankaccount). They then sent me a scan off a gemcard they scratched open. (And yes it is a bit spooky, but so far they never tricked me and showed to be very trustworthy)
Bottom line is that you can do something similar. Get a gem gift card, scratch it open and give your brother in law the code as the present. You don’t even have to tell him how much gems he gets, that will be a nice surprise when he redeems it :P

Not to plug an off site, but I have bought from these guys a number of times. They email you the code after telephoning to verify you are who you claim to be:

Yes, I buy my gems like that too. I use a website that I trust that sends me the serial code.
That code I can then apply to my account or send it to a friend as a gift and have them use the code in game to add the gems to their account.
Why not just buy the GEM card at Wal-Mart or something and scratch it off then email him the code?
I don’t get why ArenaNet don’t just facilitate buying Gems in-game as a present for a different account. It shouldn’t be difficult at all to implement. Converting to in-game gold and back to Gems on the far side (for Gem-only items like bank slots) is a very lossy transaction.
As a customer who has spent money in-game frequently, I feel it’s a real let-down. After all, we WANT to spend money on the game!
