Resetting winsock basically breaks anything that was hooked into it, such as firewalls, web monitors or viruses. You’ll need to uninstall/re-install those programs. If your web browser was configured to access the internet through those programs, since they no longer can, it no longer can.
First, open the command prompt as an administrator and enter the following commands:
netsh winsock reset
netsh int ip reset
ipconfig /flushdns
Reboot and test.
Open the control panel, select networking and open connection/adapters. Right click the adapter that is your internet connection and select diagnose/repair.
Open internet explorer, press alt and select Tools > Internet Options. Under the Connections tab, click LAN settings. Uncheck everything. Click OK back to IE.
You might have a browser hijacker or some form of malware.
Do full scans for viruses and malware.
I’ll try those suggestions when I get home. Cheers. It seems very unlikely my browser got hijacked by a rogue program. No new installations during the morning of that same day. No new downloads. Virus definitions are always the absolute latest (BitDefender btw). Literally just started seeing this odd behavior when I ran netsh winsock reset.
If those don’t work, i will uninstall both Chrome and Bitdefender, then reinstall.

Had the same issue yesterday after the installation of Bitdefener.
After that, I was unable to enter the GW2 website ( wiki was fine).
I googled a few hours and the solution was to deactive the Bitdefenr SSL-scann under Internsecurity-options.
The resaon is that guildwars2.com has some unstable/unsecure SSL connections, thats why it’s get blocked from bitdefender (and maybe some other Antiviruses).
After I disabled the SSl cann it worked again in all browsers.
It’s a bit sad thats there isn’t a Block message from Bitdefender.

I’ve tried Bitdefender in the past and ran into the same issues, but not with this website. I don’t know of a way to allow “blocked” websites in Bitdefender.
I recommend uninstalling Bitdefender and switching to Avast.
Thanks! This is exactly what was happening with my friends machine. The interesting thing is that if you have Bit Defender, you can’t get to this post. :-(
