Can't Get High-Res Character Textures to Work

Hi all!
I can’t get my high-res character textures to work. I heard that if the game deems your computer hardware incapable of running hi-res textures, it’ll simply grey out the box for that option, but that’s not the case on my computer.
I’ve got High-Res Character Textures as well as Best Texture Filtering both checked, and the rest of the settings are around medium, but all of the armor/character textures in the game are showing up as really blurry low-res textures, which is a huge shame considering how good some of the armor sets are supposed to look.
I’ve tried reinstalling the game, I’ve tried turning all of the graphics up to max and restarting the game, I’ve tried updating my graphics drivers, but none of that has worked.
Also, for some weird reason, this one random time I logged on the high-res textures worked, which means my hardware is physically capable of supporting it and that the texture files ARE there. It’s only happened once though, and was completely random.
Any help you guys could give me would be great! Thanks!

Some screenshots would be usefull.
I think all the textures in the game are SD anyway.. atleats thats what they looks like. They deffinatly dont come across to me as HD, if they are HD ..they are the lower end of the HD scale. TBH the only true HD textures iv seen in games are form player mods.

hmm increase Shaders and LOD see if that helps..
if not then yea thats a graphic bug.
Check ur NCP/CCC and make sure your not forcing anything.
if that fails update or downgrade your graphics drivers.
and if that fails.. try re-installing GW2 / or repairing

Be sure, if you have ati card, your AI settings and other settings are on default.

looks like shaders did the trick, not sure why that didn’t work for me before.
Thanks so much! putting shaders up to high doesn’t seem to have affected my performance much either, which is perfect
