hi. I submitted on support web. I cannot buy gems through all methods of payment.
They did transition to a new ticketing system; you may have been caught up in between the move. All tickets have to be created in the new system. I would submit another ticket.
As for not being able to buy; I would recommend trying this.
1) Close the game
2) Click Start
3) Type in

4) Delete anything “gw2cache-{stupidstringofnumbers123}”5) Restart the game
The awesomium process, which connects the game to web applications creates temporary files in this location that the processes uses. Maybe one of the files are corrupt or outdated.

Change you title to something like " unable to purchase gems with credit card" or something to that nature. There is one thing that’ll almost guarantee a response and that is cashola., other things not soo much.

Hmmm, that is strange the support team always reply to all of my request.
