The issue is that I actually purchased a different game on steam with the same credit card and had no trouble at all so I don’t think it is their fault.
The payment provider, Digital River, has taken issue with your payment credentials. Only the CS Team can communicate with them, and possibly get your credentials approved.
Your other choice is to purchase from another Authorized Retailer, though I don’t know if any of them are offering Pre-purchase bonuses. (All I have seen are Pre-orders, which include no bonuses.)

Had this problem. Tried several times both through direct payment, and then paypal. It went through but I got 2 purchases now -_- Waiting for reply from CS for refund now….
I got a Payment Authorization Failed also. Is this actually a problem alot of people are experiencing? I thought I was just getting boned cause I was hacked recently, and thought they may have temporarly blacklisted me or something.

I’ve raised a ticket with support but they’ve done nothing except claim they are looking into it. I’ve asked for an update on what they’ve actually done, but they haven’t responded. I’m not sure if raising a ticket is worth the trouble.

You are lucky they even replied to you to tell you they working on it. Almost 9 days waiting on my ticket and not a peep from them.
The “Payment Authorization Failed” issue is happening with me as well while trying to purchase Path of Fire standard edition, with no resolution yet. I’ve gotten 4 separate replies from support, and contacted my bank to assure it’s not them.
Has anyone else here gotten a solution to it yet?
