is your GW2 account licked to a GW account?
& is that GW account linked to a NCSoft Master account?
if so you can change your password from the NCSoft Master account without knowing/needing the password for the GW account linked to the GW2 account.
keep in mind that your new password will not be checked against the Blacklist
and will be limited to 8 to 13 characters.
expect this post to be locked/deleted not because your question has been answered, but because A-net doesn’t want players asking why all passwords in use for GW2 on 12 September 2011 were added to a blacklist.

As far as I know, there is a cooldown period for trying to access the account again, when a false access was registered. It should be 2 hours.
Some players have problems with the changing of passwords. The best you can do in such a case is to write a ticket.
The blacklist contains only passwords that have been registered elsewhere. It contains passwords that were stolen from other websites. Anet can check against those passwords, but it cannot check against otherwise reused passwords. Thus the mandatory change. Anet just thinks that reused passwords (that are not on the list) will be replaced by better / unique passwords.
I believe that such a change should be requested by new players after some time too, because they will likely be using “recycled” passwords in many cases too.

I believe you are hitting the security wall, so to speak, where we limit password attempts and password reset requests to prevent someone from stealing an account through unlimited attempts.
If you wait two hours and carefully type your log-in name and password, you should be fine. A large number of the tickets that we receive reveal that folks typo a lot. They may think they are typing the password on the account, but they’re off by a letter or number, or they forgot that they used a capital letter instead of lowercase.
Support will be happy to help you, but I suggest that you discontinue attempts (or at least wait a few hours) because repeated attempts will not be effective.
