Character Name Appeal
Well, the first word is a direct breach of the naming policy.
From the policy
*Make inappropriate references to human anatomy or bodily functions.
So that gives you your answer. It’s not allowed nor will it ever be.

I don’t fully agree with you, the question is not if a fart is bodily function, but if it is an inappropriate body function. A name like walking dragon is also bout a body function, but certainly not appropriate. My personal opinion is that the term fart off course is close to the line that shouldn’t be crossed, but in this context isn’t inappropriate.
To the OP: This however is not the way to appeal this decision. The first step is to open a support ticket through the site, but that’s a bit buggy atm or through email support@guildwars2.com.

If a support agent or GM (moderators got nothing to do with this) has reviewed their decision and you still disagree with the outcome you can appeal that decision by starting a thread. Make sure you include the 12-digit ticketnumber. Good luck!!

The policy is clear though. And to be fair, to most it’s an inappropriate action/function even if we all do it.
I would have not reported it if I had seen it, but I didn’t make the rules, I just quoted them.

Personally, I find that name very offensive. Everyone is different. Usually, flatulence is not something flaunts in a polite, social situation. If it is not embraced whilst having dinner with the President or your particular religious leader, it is probably considered unacceptable. At least, in my eyes.
Maybe it’s just me but if I had that name on a character I’d be thanking Anet for a free name change. 
That being said, belching is a somewhat similar bodily function and they made a mini game out of it.

Ok guys, we’re not going to discuss flatulence on the forums, not even in the context of individual interpretation of the term “bodily function.” If you don’t get it, well, honestly!
The word is not allowed in a name. Please don’t say "I comment [I saw some other name containing that same word] because that just leads me to say, “If you see it, report it, please.”
Name is not acceptable, it’s that simple. Thanks for understanding.
