Consistent repeating FPS drops
Check your Core temperature.
That problens often hapens when the core is overheating
Does anything similiar happens in any other game?
Looks like my core temps also fluctuate. CPUID says the core runs to the high 60’s/low 70’s °C then the usage goes up and the package temps drop to around 45 to 50 then start to climb again. The GPU temp seems to be pretty consistent at running low-mid 70’s throughout.
When just browsing on the desktop temps run 45 to 50 for CPU and GPU.
What temperatures are optimal? A quick google search says around 50ish under load. Is this what I should be aiming for?

Well, can’t say for sure if that’s your problem but yes, High 70º C is pretty high.
You may want to check if your CPU ventilation is working properly.
Now explaining everything quick:
MMos in a general way loads more your CPU than your GPU.
This usually happens because, different from your common sandboxed game, you can’t control how many “polygons” are on screen.
You may be alone in the middle of the map with a few NPCs, or you may be at the middle of a WvW with 100 players each side.
All that calculation is done trough the CPU, meanwhile the GPU just add some textures here and there. Witch is why, one any open world PvP MMo, CPU usually loads more than the GPU.
(most PC games limits the number of players in a single room for that very same reason. Like 32×32 on a FPS game)
You may want to run CCleaner to check temp files and fix the Registers.
There are many programs to tune up the PC as well. Just to make sure you aren’t having and problem with software compatibility
In all, I had a problem pretty close to that some years ago. And it was the CPU overheating. I can’t asure that you are having thesame problems.
Still 70ºC is pretty high. Though you won’t beat the 92ºC I used to reach those days. =P
Your CPU is throttling due to temperature. Check your cooling system and fans. You may need to replace the thermal grease on the CPU or get a better heatsink/fan.
BTW, the max temperature for that CPU is 61 C:

Thank you both for your replies. I went and replaced all the fans in my case and on the CPU. Using a Cooler Master Hyper 212 Evo which keeps it under 40 while playing in WvW and mid 20’s when just on the desktop. That seems to have solved my issue!
