As the above poster said, you need to contact Arenanet through the support page and form. You cannot send emails like that.

You can send emails like that. In fact, for issues regarding your forum account, and/or any moderation, that is exactly where you should send emails as stated in the Forum Rules.

I’m not sure why the email address is not working for you; it has always worked for me.
You can reply to a moderator PM, and it will automatically create a ticket email for you though; that should work.
