Direct X 9 issue
You could try installing DX9 as suggested. Maybe some old file is not included in DX11. Worth a try.

Reinstall DX9 and if that not helps deinstall and reinstall your video drivers.

Got the exact sam Problem, Gw2 ran fine. Today after the update it says Unable to initialize 3D output. Please verify that you have installed Directx9 and an updated video driver. No changes were made to my setup or the drivers. If i try to install Directx9 it says Directx up to date no need to change. So I reinstalled completely also the video driver. Still doesn’t work.
Reinstall DX9 and if that not helps deinstall and reinstall your video drivers.
CL:EAN install for drivers.
Note that having DX11 installation does not provide DX9 software. You MUST install DX9 as well.

Got a new clean install of DX9 on and still says it does not work when I try to start the game. Any other Ideas?
Hi, I am having this issue two years later. It says my Directx9 is up to date and I have recently updated my drivers. Any ideas?
use amd 17.4.4 driver … i think there is some problem with win 10 creator update … last build
same here with the problem. using amd 17.4.4 driver and the new win 10 update as well. after the win update , i cant load the game anymore
try unistall 17.4.4 and reinstall the same after that if dont work try uninstall again and
after that use driver uninstaller for cleaning
and after that use ccleaner for clean registry
after that reinstall 17.4.4

Either you did not configure the tool properly, or you didn’t install the latest version before using it (as with each new driver update there is a new version that is suited for the latest driver uninstalls).
CCleaner does not always delete everything in the registry if the system falsely believes it to be a required entry, and it certainly does not delete obsolete folders on your disk. There is no better graphics driver “cleaner” than DDU.

Again, CCleaner does not delete obsolete folders on your HDD, so you have to delete them manually (also the remaining stuff in your Users folder). Go into the three Programs folders (including the hidden one) on your C: drive after uninstalling nVidia without DDU and using CCleaner, if you don’t believe me. You will find remnants of the nVidia installation there. DDU takes care of this, too, CCleaner does not.
And by properly configured I meant the stuff you checked in the DDU Options. Also, as I stated before, you need to use the latest version.
So… just because you don’t like DDU doesn’t mean it isn’t the best tool out there to guarantee a 100% clean and safe uninstall of your GPU drivers and software. Maybe it was an early version when DDU was still fresh, and therefore an error occured, but I can assure you that it’s been a safe tool to use for a long time now. It never messes anything up like, as in your case, deleting other drivers.

You should had made a new thread. Technology changed a lot in the last few years. AMD only supports GCN cards. All other cards moved to legacy driver

Yeah, im using a GCN card. Reverted back to an older driver and the game is working just fine again.
Had the same issues a few days ago, I guess: “unable to initialize Direct3D” message when trying to start the game client after AMD driver update to 17.5.2. Solution: Turn on “GPU scaling” in Radeon settings, tab “Display”.
