Macros
Guild Wars 2 players are permitted to use macros as long as the macros are programmed with a 1 key for 1 function protocol.
This means that if you program a macro, it must require one keystroke per action. You may not program a single key to perform multiple functions.
An optional work around is binding the Dodge movement (there is a seperate entry for just dodge) in the controls settings to a mouse button. Then when you move in the direction you want and activate dodge, you will also perform a directional dodge. But not sure if it’s that much better then double tap direction for your friend.
Macros that gives advantages over others and that does more than one action per clicks are not okay.

In my opinion he would be fine to do this. The one action is dodgeing in a detection and the one key is the key with the macro.
Really tho he should turn off the dodge on double tap. It can get you killed while trying to position yourself in a jumping puzzle.
I’ve found ‘double tap’ to dodge to be unreliable at best with your character not always dodging the way you want it, my solution was to keybind ‘v’ (its the default for dodge and with it being 1 key press is also legal) and learn to press when you are moving in the direction you want to dodge, standing still dodges you backwards.

Yeah I have dodge bound to one of my thumb mouse buttons.
Per above, I’ve never been able to reliably direction dodge with the “double tap” feature so I set a dodge button on my mouse and use direction keys (that I have on a keypad thumb-stick) for flawless dodging.

Odd it works for me reliably. But I think I’m wearing out those 2ndary keys I have movement mapped to.

You can set your kebind to any key (F11→Control Options→Dodge[V by default]) and map that key (V) to your Naga; but you can’t macro it to double-tap a key to dodge in a particlar direction.
With the allowed bind you will be able to use your right hand to dodge while still using WASD for the direction.

I map [v] to dodge and map that to my G9. That allows me to dodge in the direction I’m moving (or facing, with some caveats). I used to use double-tap to dodge, but I found it was unreliable. Worse, it was too easy to dodge by accident, during fights and while doing a JP, e.g. when I meant to nudge myself a second time in the same direction.
