Does HotspotShield program is legal?
First of all it isn’t illegal to use it (as far as I can judge), but it is a third party program so also unsupported (meaning you use it at your own risk).
The second question is why you think or suspect this will solve your issue??
You are actually rerouting traffic, making the route from and to the anetserver longer. Keep also in mind that the eu-servers are in europe. It might! solve your problem, but I suspect you need a different solution.
The real problem is very likely with your ISP (internet service provider) wich are either limiting bandwidht to and from the anet server or are accidently routing traffic in the wrong way.
There are two good solutions:
a: get your ISP to solve the problem
b: get a different ISP.
Last remark is that using a ‘spoofed’ IP-adress might flag your account as suspiccious. The reason is that those IP-adresses are often used by people who want to hide their identity and are up for no good. Those people include:
Hackers
Goldsellers
Botters
The detection method used by Arenanet to track those people down are unknown, but it might be that you are falsly flagged and suspended just cause you are doing this. This will result in the earlier statement as well that it is a third party program and you use it at your own risk.
Bottomline:
Yes it is legal to use it, but if it solves your problem at all it solves it in a work-around way. Besides that you might get in trouble you actually want to avoid.
So my personal advise is to not do it.

And i will tell you why i wanted to use it:
Since holloween the game begin to be really really slow!
i mean,before it i was able to run it on mid setting with 45+ fps,and now,i can berrly get more than 15 fps even in “best preformance”!!
its driving me crazy because i want to play this game so much and i just cant have fun this way!

Updating drivers
Defrag my pc
closing any program i dont use while playing
re-download the game
use game booster
and more and more…

a possible trick to rule out hardware/driver issues and pinpoint it at your computer is to use an alternative internetconnection. A few ways to do this
a: phyiscly bring the computer to another line.
b: use the wifi from a neighbour (ask permission!)
c: use your mobile phone as a modem (check your price-plan if it is allowed).
Off course use this as a test. If through a different ISP your FPS is back on 45+you know it is an issue with your ISP and should give it y try to get them to fix it and if they are unwilling, then leave them for a proper one.
If the FPS is low on a different computer your problem is with your hardware or your drivers.
Im not an expert on that level, but my first idea would be to actually run older drivers (the one you used when the game was first released and worked fine). Updated drivers are not always better drivers.
