Hmmm, so having the second monitor without running Guild Wars 2 works fine, like you can watch movies on both your laptop screen and your external screen?
I have had a similar experience with an HDMI splitter for my main monitor in my dual monitor configuration. The HDMI splitter on my main monitor made my monitors freak out like it wasn’t sure if I was trying to dual screen or single screen and kept ‘flickering’ in and out. I moved the HDMI splitter over to the other monitor and everything was great. Maybe it is a limitation with the monitor or maybe a limitation with the graphics card. I’m not really sure.
Try other full screen games with the monitor connected and see what happens. If it produces the same results as Guild Wars 2, then I think its outside ArenaNet’s control.

From your specs it sounds like you’re running a laptop. So when you’re talking about a 2nd monitor I assume you mean the primary is your laptop’s built-in screen and the secondary monitor is the external screen?
If so, how do you have your screens set up? Are you cloning the view (both screens show exactly the same), are you replacing the view (screen 1 is black/off while screen 2 is on) or are you extending the view (both screens are displaying seperate things)?
If you’re cloning the view, have you tried one of the other 2 settings?
The other thing that springs to mind is screen resolution. Do both monitors support the same resolutions? Are they currently running the same resolution?

I am extending the views. Yes i am using a laptop setup. My laptop screen’s resolution is 1600×900 (17") and my external Monitor is 1920×1080 (23").
