FPS feels low
if you check a lot of the online resource, you would know that this game is a CPU dependent game than GPU, you arent getting any higher fps is due to the CPU.
I’m not getting anything better than you with my inferior CPU and superior GPU.
Only way to get better fps is for anet implement something to move the processing of the skills animations to GPU instead of CPU, or at least an option to turn down the skills’ animations.

I think the engine isn’t using all your processing speed. What is VERY odd for me in GW is that " a very cpu defendant game " is only making use of about 60% of my CPU but 99% of my GPU. And my FPS are not much more than yours and i have a
6600K and 980GTX.
So think the whole engine needed some optimizing.
It’s CPU dependent from the sense of how fast a core can run a single thread. While the game uses multiple threads, the governing speed limit is how fast the main thread can execute.
On top of that the game doesn’t generate enough “work” to keep all cores fully engaged which is why it hits only 60%.
And the i7-4790K isn’t a bad CPU, it’s one of the best you can get but it does illustrate the game’s limitation that performance drops noticeably when around lots of other players, even if they are just milling about and not firing off their skills. That “housekeeping” of handling all those players on the client slows how fast the primary thread can execute the work required to prepare a frame to be rendered.
