FPS issues, help would be appreciated.
Double your RAM to 8 for starters.
My RAM is only sitting at 40% used while playing gw2 it could be the problem but i havnt had any problems with other games other than skyrim.
Oh, laptop. They are a pain to upgrade. I am old school and only game on a desktop. I don’t even own a laptop.

Your PC could be getting really hot thus underclocking itself. I recommend uninstalling gw2 run ccleaner and any anti virus/ PC clean tools then reinstall gw2. For starters.

Most pre-built computers (pretty much all laptops) include alot of crapware. I recommend uninstalling or disabling stuff you don’t need/want for starters. The most RAM GW2 can use is 3.7GB (because its 32-bit) and it really only uses that on higher settings in zerg events. On low settings, 4GB RAM is enough (although I recommend getting 8GB for overall system performance). If you’re in a secure environment, you can disable your anti-virus while playing the game (just remember to re-enable before browsing the web). The biggest hit to fps in my experience is reflections, so this is the first option to disable if its not already. Next is reducing the number of player models on screen. Try double checking those settings and see if it helps, but most likely the problem is other software installed on you laptop.
I seen no mention of CPU, which is probably your problem.
Google gives me three possible laptop models from your description, so it’d be helpful if you could post the exact specs here for reference.
The models I found should be enough for okay gameplay, though. That is, they meet the minimum requirements, a little higher in fact. Though I could be mistaken, because none of those models comes with 4GB RAM.
A good start would be disabling anything you don’t need in the autorun menu, and not running anything in the background (except a firewall, or course). Then little stuff, like turning Windows Aero off, or, in-game, turning effects off that you don’t need – number of detailed character models, reflections, shadows, stuff like that.
Additionally, checking your temperatures like Riku said is always a good idea, especially with a laptop that’s juuust above the minimum requirements and has no extra cooling.

GW2 cant handle FPS, looks pretty but too pretty for its own good.
Even desktop users have issues with FPS in GW2.
Hey guys ive been having lag issues, im not sure why since all my settings are on lowest performance. In WvW is it at 1-5 fps, PvP 6-9 fps and PvE 15-20fps.
Computer: HP Pavillion laptop m6. GPU: Radeon™ HD 7670. RAM: 4g.

Specific laptop model? I think it may be the HP Pavilion m6-1030sw. At least that seems to fit your description.
The obvious problem is that you are working with a i3 that’s clocked at 2,5Ghz. First of all it’s a dualcore and second of all it’s kinda slow for this very CPU intense game and on top of that it’s a notebook CPU. I personally wouldn’t recommend you playing the game with this machine, not only will you barely get any enjoyment out of it (low FPS, low visuals) but only do you shorten the lifespan of your notebook. They are not build for 100% CPU load over a long timespan.
I would recommend you to buy a desktop PC

Just wanting to point out that LAG =/= FPS drops..
Lag actually means that there is a significant delay between you pressing a button and the server reacting to the button press.. (mostly caused by networking issues on either side)
FPS drops on the other hand will just make your screen stutter, but there will be no delay in you pressing a skill and the server receiving that press (and reacting to it). However, due to the FPS drops it might seem that it takes some time.. FPS drops are afaik ALWAYS caused by your local configuration.. (GW2’s server doesn’t send your computer the amount of FPS it needs to run, that is deduced by your video card).

Just tried to check the exact specs of that Laptop. Found the ones of the HP Pavilion m6-1050sg with a AMD A10-4600M cpu.
Besides the overall not so great hardware this cpu ist just slow. Coupled with GW2 being a cpu-intense game that on top lacks a lot of optimization I’m not surprised that you have fps-issues even on low settings.
If you own the m6-1030sw – just what kokiman said.

If you need to play on a laptop (I do that myself though I’m well aware a Desktop PC would be better; but life sometimes just doesn’t allow one to have it all ), I strongly suggest you to go get somekind of machine that was built for gaming. Multimedia notebooks usually don’t do the gaming job all too well.

Download AMD overdrive and use “unpark cores” or similar option because your cpu works at half speed.
Not sure how you deduced that from afar, but since GW2 can only work with so many threads at once, unparking cores it doesn’t use at all probably won’t help…

Its not quantity that is the problem here its quality, because hes cores are working lets say at 1.4 Ghz instead of 3.0 Ghz.
