in graphic options there is framerate limiter.
Turn V-Sync on. Forget about the limiter.

GW2 is one of the few games that will run your video card at max all the time, even if the game does not need it yet. I heard the reason behind this is if some cards are running at full speed all the time they run better then speeding up and slowing down as the data flow changes. I know FFXIV also does this along with a couple more I can not remember at this time.
One thing you can do to help this is to use MSI AFterburner ( formerly Rivatuner). With this you can watch your GPU temps and adjust your fan speeds to your own settings based on the temp of your GPU. If your temp is under 85 and the fans are too noisy then you can reduce the speed on them, just make sure that when the temp hits 85 they are set to run max speed.
I have a GPU double of yours. I wish i had 200 fps lol i barely reached 50 fps finally

My GTX 670 is running at 50%-60% at most in GW2 all maxed.

Hmmm all I know is this problem is rendering the game unplayable. None of my other games have this issue. Will try the framerate limiter and what not. Hope I didnt just waste $60…

Op have the knowledge to know how his FPS spike in the menu but does not have the knowledge that v-sync can cap fps or that there is a limiter option in the game. The game is unplayable cause he got too many fps and yet did not take the time to browse thru the menu for 5sec but he had an unplayable gaming experience.
