I have the regular Digital Edition, and am interested in possibly getting the Deluxe Edition, but not for another $60.

When I go to the buy screen however, there is a yellow banner that says “Free Upgrade!” but when heading to purchase it still says $59.99.

Is there a way to activate the Free Upgrade, or is this just a marketing/sales thing to get people to pay more?

You can upgrade your account to Deluxe via the Gem Store, using real money or in-game gold.

Its a marketing thingie.
They mean: If you purchase a copy you can get the Deluxe for the exact same price … so basically you have a free upgrade.

It does not mean you get a free upgrade when you already pruchased in the past.

Baaaaad marketing in my opinion.

IMHO upragde still also means going from one product I already own to a higher valued one without payiing extra.

Nope. Not in this instance.

In this instance it’s a free upgrade to deluxe with the purchase of a basic account.
