GTX 1060 perform worse than GTX 760
Usual suspects.
Is the card in a true x16 slot and not simply a physical x16 slot. Some slots that look x16 are really x4/x2/x1.
Did you remember to plug in the PCIe power cable.
Is the card being thermally throttled.
Check GPU-Z while the game is running to make sure the card is running at x16 and not x1. This is the 2nd set of numbers, after the @ sign, on the Bus Interface line, about halfway down on the right column.

So temperature is at 58-59 C.
Bus Interface is PCI-E 3.0×16@x16 3.0.
Yes, I did plug in the PCI-E power cable.
I’m getting 7 FPS while looking at the bank from the mystic forge in LA. Forgot to mention but I can play Witcher 3 and Shadow of Mordor at max setting 1080p with stable 60FPS.

You should try clean gpu driver installation with something like: DDU (Display Driver Uninstaller).

I tried DDU and clean install the driver and still get low fps.
Delete Gw2 folders from “Local” and “Roaming” in C:/User/AppData.
Do a repair of the client.
Try different drivers (Nvidia has a lot of issues with Gw2).
Delete the client and install it again from the ground.

use DDU and install an older version of nvidia graphics driver, that usually fix it for me
So I had major issues with a gtx1060 and windows 10. So bad that I returned the gpu. Sounds like you are in the same boat as me.

Good luck on fixing it. I tried all drivers, multiple clean os installs, disabling everything in windows 10, all different options in the nvidia 3d settings and in games. Nothing worked so I gave up and got a refund.
