GTX 660 or GTX 760

In general gaming performance, the 760 is 25% faster than a 660 (only 5-10% faster than a 660Ti). But here in GW2, when the frame rate lags it’s CPU performance and not as dependent on the GPU. But if you are running at a really high resolution, 2560×1600 or some multi-monitor setup, then GPU performance does matter.
RIP City of Heroes
I can tell you that much… Gw will studder on both of these cards. If i recall correctly from my 660 days fps droped as low as 15. And that with an i5 3570k @ 4ghz. So getting a new gpu for just gw doesn’t make much sence. But if you are a general gamer you would be better off with the 760.
Performance per dollar is nearly identical between the 660 and 760. You pay 25% more for the 760 and get 25% more performance. in the end if you choose between the two the only thing that matters is your budget and what the current discounts for the cards are.
At that price point you can also consider the r9 270/x as it has similar performance to price and lies neatly between the two.

If you’re looking for just Guild Wars 2 performance, you could go with a GTX 660 and expect to have no issues with this game. A GTX 670MX is slower than the desktop GTX 660 and has an easy time running the game.
I would recommend the i3 easily for this game on a budget. Plus if you’re lucky, you can get an overclock out of it depending on which one you buy and the board you buy. Such as, one of my guild mates having one overclocked to 4.2 GHz and powering a Radeon HD 6990 with no issues.

Studder how exactly, I have a 680GTX @ 2540×1440 and the game runs smooth, a friend runs the 760 at the same res and his game runs smooth, so please explain yourself, as that could make someone thing the game has a fault with these cards,
The GFX driver can make a difference on these cards,
Anyway, the 660 is an older card now and will probably be phased out soon, so if your budget can afford it, id go with the newer 760 , that’s my personal opinion.
Personally, I’d go with the gtx 660 and spend the difference to get an i5 3570/4670 (or k). GW2 is a game that demands tones of single CPU core performance. You will get more fps with an i5 4670+gtx 660 than an i3+gtx 760.
Also, if you want to get the best performance/price ratio, you may look at amd r9 270×. It’s between 660 and 760, but closely to 760, but with the same price that the gtx 660.
Both r9 270x and gtx 760 will be able to run all games at maximum at ~60fps and 1080p. With the 660 you will need to put the most-demanding games at high instead of maximum to get that amount of fps.

^ +1 if your main focus is GW2, you don’t even have to go to the 3560/4670(k), any upgrade on the CPU front is a win.
As for the GPU, 660 easily dominates this game. If you play other games as well, only then consider more powerful options. If the release date is a concern you can always look at 750 Ti.
I can vouch for a GTX760. My ATi 5970 recently died and I replaced it. The difference in FPS is quite staggering (I had a max of 209 once – yeah, two hundred and nine). The thing I find odd about that is, if the game is so CPU bound, why would I see that much of a difference?
On a side note, when I first started playing, my old 5970 coped admirably with 50 FPS. From about July last year, that FPS went down to about 30. In open areas with very little in the way of complicated graphics.

I had a max of 289 once on my 7970 crossfire hehehe.
