Go to
C:\Users\{username}\AppData\Local\Temp
and look for another gw2.exe. If there is one in there which is not 0KB (should be about 20MB), copy-paste it to your GW2 folder instead of that empty one. Don’t forget to run it as Admin.
(note that the Temp path may look a bit different in German.. I’m not sure)

Hi lory – If you are running Guild Wars 2 out of a temporary directory this could be your issue here. As XcomCaveRat has stated, you will want to move your Guild Wars 2 installation files out of the temp folder and into a more permanent location such as a folder on your desktop.
… C:\Users\{username}\AppData\Local\Temp … another gw2.exe … copy-paste it to your GW2 folder instead of that empty one.

XcomCaveRat’s fix worked for me today, also.
For the record, this issue never came up until today, and no, the game files are not within a temporary folder. The only recent changes to anything on my PC were the most recent patches to the game itself and a DirectX update. The game launcher window did come up briefly at first, then sent a report to ArenaNet upon crashing, and thereafter the “not a valid Win32” error window kept popping up. That copy/paste fix worked.
