GW2 low FPS , here are my specs.
That page isn’t showing your info (it’s probably stored in a cookie on your PC which we don’t have).
Anyway, in order to run this game well – you need much much higher than the “minimum” specs.
Most of the time I can play the game pretty smoothly with my (very) old gaming machine; but I’m actually very surprised if I’m able to get 9-10 FPS doing the Jormag event. I don’t even want to talk about the group events at Southsun Cove.

And yes group events is when i lag badly.
Honestly, you need a faster CPU and GPU in order to handle group events. I’m in the same boat, but will hopefully be building a new PC in a few months.
You need to upgrade your build. Plain and simple.

CPU wise you are a lot closer to minimum than you might think with that CPU. You have a slowish Core 2 based dual core that had a slight memory bandwidth lobotomy (lower speed memory plus smaller L2 cache). Game really gets a kick out of 3 to 4 cores but must have at least 2.
In today’s terms, assuming your HD 4800 series card is an HD 4870, that’s pretty equivalent to and HD 7750, a $90, $65 after rebate, video card. Which nowadays would also be in the shallow end of the requirements pool.
In crowded player areas CPU performance has a greater impact than graphics.

The game pushes PCs to the limit, which is as it should be.
Even with the best setup money can buy, you will run into low frame rate in the most intensive areas (say a big zerg-fight in WvW)
It forced me to learn how to replace a motherboard, install a PSU and graphics card myself. Otherwise I probably would have spent about £3k on my current setup.
Seriously, the published minimum PC requirements are what you need to merely stand in LA and admire the scenery.
As everyone else has said, your PC isn’t exactly new. Your graphics card, while it will work, is very low end now since the 7XXX series is out for AMD making your card 3 generations old. Graphics cards seem to age faster than processors, but even so, your processor is every bit of 5 years old and not exactly the top of the line from 5 years ago. The minimum requirements are there to say what hardware will launch the game, not what hardware that makes the game playable. If you’re interested, many people here will help you piece together a machine that suits your needs and is able to play Guild Wars 2 the way you want it to play.
