same here, the problem didn’t occur with the big patch, but both times now with the minor patches.
this fix still works but is very annoying having to do every time the game patches:

delete local.dat, start spotflux, update gw2, quit spotflux, play game

Thanks Arus – I switched to German (at which point it started downloading thousands of files) and back and it had completed the English download when I switched back
