Previously, I could use VSync perfectly in windowed fullscreen, and the game never rendered more than 60 FPS (my screen refreshes at 60 Hz) and I had a very smooth gameplay (I tested it by looking up in the sky and rotating the camera, and checking the FPS in the options). It was as smooth as when playing in real fullscreen.

Since the 16.12 AMD drivers, the game renders far above 60 FPS (up to 80) when I look up and rotate my camera to check for VSync. It seems like it’s not working anymore though it’s checked in the options and I have checked my AMD settings too for any changes (none). Funny is that the game sticks to 63 FPS when not rotating the camera, but when rotating, it likes to jump to 76 FPS or more.
Only fullscreen is smooth, but fullscreen horribly sucks in GW2 (flickering black after loading screens gives me eye cancer and switching back / forth to it is extremely slow).
Windowed fullscreen is useless now too as it’s incredibly choppy and unenjoyable game play (feels like playing in jumpy 30-40 FPS all the time).

I have an AMD R9 390. Anyone else experiencing similar problems?

Perhaps it’s manually set in your driver settings vs. ingame settings.

Yeah I checked that. As said I didn’t change anything there and VSync is still controlled by the game itself. Forcing it has no effect.
