No to both. Haven`t found any means to purchase the episode. Would like to :/

You purchase living story episodes you missed/didn’t log in for via the gem store in game.

Or via the Living Story Episode tab.

Never thought to actually check on an individual episode to find the method of purchase! Was thinking you buy them all not the individuals
