I just bought gems because I wanted to transfer servers, then I read online that if you delete your characters, you can change world’s free of charge….

I am happy to delete my character, will ArenaNet refund me the money for the gems?

gems are on the account i guess, so why do you want a refund ? Just let them where they are now, and use them when you need a pretty design or something else from the store.
